A budget is not just a report
For example:
Production Department
Electricity Expense
Annual Budget = 1,200,000 TRY
When the actual comes in at:
1,250,000 TRY
the system can:
- raise a warning,
- block the transaction,
- request approval.
This is corporate cost control.
Why did it stay weak in Turkish ERPs?
In my view there are three main reasons.
1. Turkish accounting culture
Most companies see their ERP not as a management system but as a:
Tax return generator
So the question becomes:
“Does it produce the VAT return?”
Not:
“What is the press shop’s electricity budget variance?”
2. A customer base dominated by SMEs
The historical customers of Logo, Mikro and Netsis are companies of 20, 50 or 100 people. In these companies:
General Manager

Finance Manager
=
Purchasing Manager
can be the same person. The need for budget control is low.
3. The dominance of the Uniform Chart of Accounts
For years in Turkey, analysis was done like this:
770.01 Personnel
770.02 Electricity
770.03 Rent
As a result, the Cost Element concept never developed.
Someone who uses SAP or IFS naturally asks: “Why is the electricity expense kept inside the account code?” A fair question.
The biggest gap, in my view
Even today, what is missing in systems such as Logo, Netsis, Mikro and Uyumsoft is not the budget module itself. What is missing is that the trio of:
Dimensional Accounting
+
Cost Accounting
+
Budget Control
has not been built into the heart of the ERP.
For someone who has used IFS for years, it is normal to see on a single accounting line:
Account
Cost Center
Cost Element
Project
Activity
In Turkey, on the other hand, many companies still try to do analysis through account breakdowns like:
770.01.001
770.01.002
770.01.003
That is why I always say: Turkish ERPs evolved from accounting systems into ERPs; SAP and IFS were born from the logic of cost accounting and enterprise resource planning. That is the root of the architectural difference between them.
